Janet F. Rosenzweig, PhD, MS, MPA
Senior Policy Analyst
Dr. Janet F. Rosenzweig serves as a Senior Policy Analyst for the Child Maltreatment
Policy Resource Center in Columbus, Ohio, and is also a Lecturer at the Fels Institute
of Government at the University of Pennsylvania. She has worked for more than four decades, focusing on child and family welfare in the public and non-profit sectors.
Ronald C. Hughes, PhD, MSSA
Executive Director - Senior Policy Analyst
Dr. Ronald C. Hughes has been a thought leader in the child welfare/child maltreatment practice field for more than 4 decades. In 1977, he co-founded the Institute for Human Services (IHS) in Columbus, Ohio, to improve child welfare practice through large-scale capacity building and change efforts in the systems and organizations that serve maltreated children and their families.
Pamela J. Miller, JD, MSW, LISW-S
Senior Policy Analyst and Law Analyst
Pamela is a Licensed Independent Social Worker-Supervisor and attorney. She joined the Child Maltreatment Policy Resource Center in 2019 as Senior Policy and Law Analyst, one of IHS’s initiatives created through its partnership with the American Professional Society on the Abuse of Children and the New York Founding.
Frank has worked in child welfare since 1985. Prior to and during law school, he was a childcare worker in a residential treatment facility and in an adolescent psychiatric hospital. Upon graduating from Wayne State University Law School in 1989 he joined the Juvenile Defender Office in Detroit where he represented children in youth in child protection and juvenile delinquency cases.

Mike A. Nowlin, MSSA, LISW-S
Director of Operations
Mike Nowlin, MSSA, LISW-S, brings nearly 30 years of expertise in child welfare, behavioral health, and international development. As the Director of Operations at the Institute for Human Services (IHS) and the Child Maltreatment Policy Resource Center, he oversees daily operations and manages the Continuing Education program, which is nationally accredited for social work training.
Vincent J. Palusci, MD, MS, FAAP
Senior Policy Analyst
Dr. Vincent J. Palusci, is board-certified physician in both general pediatrics and the subspecialty of child abuse pediatrics. Vincent is currently Professor of Pediatrics at the New York University Grossman School of Medicine in New York City. Vincent’s research has focused on epidemiologic and health services for child abuse victims, and he has provided extensive training for professionals working in the child maltreatment field.
Daria Palatna, PhD, MSW
Senior Policy Analyst and Organizational Consultant
Daria has spent her professional career working to improve the lives of vulnerable, at-risk, and maltreated children and families, and building the capacity of the organizations that serve them. She now serves as the Senior Policy Analyst and Organizational Consultant for Child Policy.
Nan Beeler, MSW
Senior Policy Analyst
Nan Beeler has more than 40 years of experience in the child welfare field, focusing primarily on capacity building and strategic system change in organizations serving abused and neglected children and their families.
Early in her career, Nan worked as a caseworker and direct service provider in both the child protection and children’s mental health systems.

Operations and Communications Coordinator
Dawn serves as Operations and Communications Coordinator for the Institute for Human Services (IHS) and the Child Maltreatment Policy Resource Center. Dawn’s diverse skills enabled her to reliably support numerous operational and communications functions, including: payable/receivable, coordinating training events, website development, and assisting with communications and marketing.
Venitra D. Glass
Administrative Assistant
Venitra serves as the Administrative Assistant for the Institute for Human Services and the Child Maltreatment Policy Resource Center, Venitra applies her many skills to a variety of administrative and customer service responsibilities, assisting on small research projects, and providing timely and responsive services to both colleagues and consumers.
Susan C. Yingling, BS
Marketing and Communications Manager
Susan C. Yingling has more than 35 years of experience working for governmental and non-profit organizations in a variety of capacities. As Communications Manager for the Institute for Human Services and the Child Maltreatment Policy Resource Center, Susan is responsible for communications, web development, product dissemination, and in collaboration with creating and delivering online courses on child welfare topics.

Jamin Thomas, BS, joined the Institute for Human Services in February 2016. As an Independent IT Consultant, Jamin maintains and administers the network systems, wireless infrastructure, hardware systems, and software applications for IHS and provides technical support to IHS staff.
